You can clearly see a conjoined twin if you perform an ultrasound but 28 year old Urmila Sharma from India was so poor that she couldn't have afforded an ultrasound. Therefore her conjoined twins came as a surprise and all the complications during her pregnancy had gone unnoticed.

New York Daily News reports that the baby was born via C-section yesterday morning. She weighs 7lbs 7oz and has has two heads, two necks and two spines but only one body. Doctors fear that the chances of the unnamed baby surviving is slim but they are monitoring her closely. Dr Shikha Malik of Cygnus JK Hindu Hospital in Sonipat, Haryana delivered the baby and said: "The parents are very distressed and we are helping the family the best we can."

Some conjoined twins actually live on so it's possible that the baby could survive with proper treatment. I would assume that the baby will get proper treatment but I don't know if the fact that Urmilla Sharma is poor would affect the process in anyway.
